I am honored to serve the Scappoose community! As your current Scappoose City Council President, I enjoy working with my fellow council members and our dedicated city staff. To further serve and support the Scappoose community, I am running for the Scappoose area seat on the Columbia 9-1-1 Board of Directors in the May 2025 election.
My position on Scappoose City Council is a nonpartisan, non-paid, volunteer position. The position/seat on the 9-1-1 Board is also a nonpartisan, non-paid, volunteer position.

I am running for the Scappoose area (Zone 5) Columbia 9-1-1 Communications District Board seat so I can represent our Scappoose community on very important topics related to the 9-1-1 call taking and emergency dispatch services our community relies on every day.
ABOUT COLUMBIA 9-1-1
The Columbia 9-1-1 Communications District ("C911CD") is a "Special District" that operates autonomously from the city governments and county government in Columbia County, with its own Board of Directors. There are five board seats, each representing a specific area of Columbia County. Zone 5 is the zone encompassing Scappoose. Once elected by the people, board members serve a four year term.
THE ISSUES
Collaboration is central to the success for our Scappoose community. Sound stewardship of taxpayer dollars is key to ensuring public trust and maintaining reliable, community focused operations. Our first responders must also have reliable emergency systems to support their operations and help protect their safety.

Our first responders must also have reliable emergency systems to support their operations and help protect their safety.
- FUNDING: Our voters (twice) have said no to C911CD's supplemental local option levy at a rate of 0.29 cents per assessed $1000 of property value. The C911CD's budget documents evidenced a surplus of millions of dollars, causing voters to disagree with a supplemental option levy that has provided for over $1 million to be carried over in surplus each year to "reserve" accounts. The 0.29 tax rate also caused "compression" under Oregon law, causing other taxing districts (to include sheriff's office, fire districts, etc.) to lose money. A thoughtful and transparent analysis needs to be conducted to determine a more balanced, lower tax rate that is more respectful to our taxpayers while properly maintaining 9-1-1 operations.
- CONSULTANTS AND RADIO SYSTEM: Multiple consultants have been hired to provide recommendations to the C911CD regarding radio system improvements and replacements. These started back in 2013 and yet the C911CD has failed to complete many critical updates to ensure important emergency systems stay functional and reliable. First responders for years have reported unreliable and poor emergency radio coverage throughout the county while pointing out how the deficiencies create hazards for their safety and the public's safety. Additionally, hundreds of thousands of dollars have been spent on the consultants and without using proper bidding processes. These acts have caused multiple legal complaints against the C911CD. This must change.
